He asks you take his Diamond Sutra to Monk Bright(12.5) in Shaolin Library and ask for help.

Monk Bright agrees to revoke PK license if you can give him a Toturtle of level 1 and loyalty 100.

Position of NPC: Tree City, Little Linda(29,32);
Eastern Dock, Old Fisher Man(52,64);
Sword Town Yard, Zhang Ding(49,82);
Sword Town Yard, Little Yu(18,50).

Procedure
Catch a Youdragon more than 300 level in Terrifying Cave 2;
Go to Tree City and ask Little Linda for a bag; Give the bag to
Old Fisher Man in Eastern Dock and enter into Sword Town Yard;
Give Youdragon to Little Yu and get a level-1 Toturtle.

So you give Monk Bright the turtle and you are no longer in
the Kungfu circle.
